Outline (Programme Description)
India’s Five Green Commitments was announced by the Honourable Prime Minister Shri Narendra Modi at the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow, Scotland, on November 1, 2021. This strategy outlines India’s commitments to tackling climate change and achieving sustainable development.

The Five Commitments (PANCHAMRIT):
- Achieving 500 GW of non-fossil fuel energy capacity by 2030.
- Generating 50% of energy requirements from renewable energy by 2030.
- Reducing total projected carbon emissions by 1 billion tonnes by 2030.
- Lowering the carbon intensity of the economy by over 45% by 2030 (from 2005 levels).
- Achieving Net Zero carbon emissions by 2070.
India’s long-term low-carbon development strategy rests on seven key transitions to low-carbon development pathways. These include
- Low-carbon development of electricity systems consistent with development.
- Develop an integrated, efficient and inclusive transport system.
- Promote adaptation in urban design, energy and material efficiency in buildings, and sustainable urbanisation.
- Promoting economy-wide decoupling of growth from emissions and development of an efficient, innovative low emission industrial system.
- Development of carbon dioxide removal and related engineering solutions.
- Enhancing forest and vegetation cover consistent with socioeconomic and ecological considerations.
- Eeconomic and financial needs of low-carbon development.
With respect to each of these transitions, India’s low-carbon development strategy document has elaborated the international and national context as relevant, the current policies and programmes already being implemented as well as the key elements for each transition, potential benefits and challenges.
